About the Institute
Our Story
Founded in 1975 by a group of Sydney Ordinance Officers, the Institute was created to elevate skills, training, and professionalism in our industry. Over the years, we’ve evolved alongside the sector, embracing specialisations in areas like companion animals, waste management, food safety, swimming pools, and parking regulation.
Our first Annual General Meeting was held on 4 November 1975, and by 1978, we hosted our inaugural conference. Today, we continue to bring industry professionals together through our Annual Workshop, held every July, and regional seminars tailored to local needs.
Run entirely by volunteers, our Executive Committee is committed to supporting members and shaping industry standards. We actively contribute to key committees and task forces, including:
Companion Animals Taskforce
Responsible Pet Ownership Reference Group
Pet Register Steering Committee
Impounding Act Review – Local Government Stakeholder Group
We also played a key role in developing the Certificate IV in Local Government (Regulatory Services), now a recognised industry qualification.

Guided By Our Constitution
Our Constitution ensures we stay true to our purpose, providing a strong foundation for leadership and growth.
The Constitution provides a framework and the boundaries to which the Executive Committee operate to guide the direction of the Institute and ensure it can continue to achieve its objectives.
In 2024 the Constitution was reviewed resulting in some minor changes. A final copy of the constitution as submitted to the Department of Fair Trading can be downloaded below.
